We've had the same issue with Saxon on Maven. For years we resisted putting
Saxon on Maven, on the grounds that Maven allowed people to download the JAR
files without the accompanying legal notices, which is contrary to the license
conditions imposed by third parties. But other people started putting Saxon up
on Maven, in some cases incorrectly and unsystematically, and so we basically
had no choice but to start doing it ourselves.
