XML Schema Part  2 permits +/- 14:00, noting that "future local laws"
might make use of this full range.



In practice I suspect it's more likely to grow on the "+" side than the "-" side, as governments introduce double and treble summer time to combat our natural reluctance to get out of bed in the morning. On my reckoning, if current trends continue, in about 1000 years time London will be on GMT+24.
