[XSLFO] empty flow on even page

I need a table (partlist) on the odd page
and a drawing on the even page.
The table however can overflow a single page.
If that happens, I need to repeat the drawing on the next even page
and continue the table on the next odd page

I thought it would be easy.
I have different headers for odd and even
     <fo:static-content flow-name="head-even">
has the image in it so it nicely repeats on every even page created
