   tokenized param as="item()*"= element value.
Yes, that works.

I've now got Davids idea working. 

<xsl:apply-templates
select="skillarea[tokenize(@targets,'\|')=tokenize($targets,'\|')]"/>

since it's a regex, | needs escaping.

More than one way to skin a cat?
