short answer to the question in the title is yes.

Longer answer is that eq, if used on strings, is defined to do a numeric
comparison of the number returned by compare() on the two strings. Since
since this is the two argument form of compare() it will use the default
collation in the static context, the "default default" is unicode
codepoint collation which does no normalisation but a system can supply
any default collation that it wants, so long as it documents what that
