when is this css loading choice happening? From your description it
sounds as if it is after XSLT has finished.

Remember XSLt takes input (usually XML) and generates output (often
html) that is all it does, it plays no part in the actual rendering or
interaction on the page.  The html/javascript/css that  is generated
may have some dynamic features but the need to be coded in those
languages, the browser which is implementing that behaviour need not
even know that the page was generated by XSLT.
