(not a big fan of for-each, but...) this could be:

<xsl:apply-templates select="self:oneelem" mode="one"/>o;?
<xsl:apply-templates select="self:twoelem" mode="two"/>
<xsl:apply-templates select="self:threeelem" mode="three"/>

no need for ifs
