You're clearly very muddled about namespaces!

If you want the element in no namespace, then the xmlns="" declaration is
needed to achieve that.

If you don't want an xmlns="" declaration, you're saying that you want the
element to be in the same namespace as its parent - so all you have to do is
put it there.
