I've no idea. The SAX interface provides options to switch namespace
checking off, but parsers aren't required to support these options. Of
course there are old parsers around from the pre-namespace days, but that's
history.

I nad many others tried to persuade the XML Core WG to roll the Namespaces
1.1 spec into XML 1.1 but they declined. They were probably worried that the
problems with DTDs being non-namespace-aware would show up too starkly.
