As for other missing things in the language:

     <pragma:external name="varName" as="type"/>

or
    <xsl:variable ...   pragma:external="yes"/>

Where pragma may be associated to:

     "http://saxon.sf.net/"

or

     "http://exslt.org/modular-stylesheets"
