Discarding encoding="UTF-8" in the '<xml>'element

Hello List
My output xml file generated after transformation contains the xml element
as :   <?xml version="1.0" encoding="UTF-8" ?>
Is there a way i can discard  the  encoding="UTF-8" part ?
