generate-id only works within <a> link?

Hi,

In my XSLT I need to populate a Javascript array with section IDs. Generate-id works perfectly when I genrate a hyperlink as in all those table-of-contents examples, but it does not create just the value (which I then put in the JS array.

I now have:

<xsl:for-each select="procedure/section">
   <a href="#{generate-id(.)}">linktext</a>
   {generate-id(.)}
</xsl:for-each>

The output is:

   <a href="#section54200192">linktext</a>
   {generate-id(.)}
   <a href="#section54526544">linktext</a>
   {generate-id(.)}

As you see it works when inside an <a> element, but is not processed outside an <a> element. Can I get this to work, or is there a smarter method?

I use XMLspy PE, version 2004 rel. 4 on WinXP.
