XSLT file -

<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform"

<xsl:output method="xml" indent="yes" />

<xsl:template match="/root">
   <xsl:apply-templates select="x" />
</xsl:template>

<xsl:template match="x">
   <x>
     <xsl:for-each select="@*">
      <xsl:sort select="name()"/>
      <xsl:attribute name="{name()}"><xsl:value-of select="."
/></xsl:attribute>
     </xsl:for-each>

</xsl:template>
