Several permutations work...

<xsl:template match="div">
        <xsl:copy-of select="@id = 'announcements"/>
</xsl:template>

and...

<xsl:template match="html/body">
        <xsl:copy-of select="html/body/div[@id = 'announcements']"/>
</xsl:template>

...but I am only getting the text from the nodes, now ALL the html data
is stripped not just above and below the div

</xsl:template>

  <xsl:template match="div[@id = 'announcements']">
	  <xsl:apply-templates select="div[@id = 'announcements']"/>
  </xsl:template>

This will produce no output unless the div with id 'announcements' has a
child element also called div with the same id.

If all you want is a copy of one div with no actual transformation at
all then you don't need to use apply-templates at all, just



<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
<xsl:template match="/">
  <xsl:copy-of select="/path/to/the/div/you/want"/>
</xsl:template>
</xsl:stylesheet>

is all you need.
