I'm sorry, but (a) the official position is that W3C doesn't publish its plans (b) the practical position is that its plans aren't worth the paper they aren't written on, because the whole exercise is process-driven rather than date-driven. You get out of last call when you have dealt with all the comments received during last call, which depends (i) on how many and how difficult are the comments, and (ii) on the amount of resource available in the WGs to process them (which is slowly declining as the work becomes less and less interesting: but this does have the beneficial effect that it becomes easier to reach agreement.)
