OK, I think this a a bug, or a weirdness, but it is localized: something is wrong with the writing of the htmlhelp toc file, when one or more section titles contain quotation marks.


Left and right quotation marks are handled OK within the main text, it is just when writing the table of contents that current docbook-xsl (htmlhelp.xsl) plus saxon barfs on left quotes.
I don't know whether this is a docbook-xsl issue or a saxon issue, though I can say that with saxon 6.5.3 plus the older stylesheets 1.59.1 the problem was not present.
