xsl test two conditions
You could dynamically create the outer element. The codes not any
smaller but you loose the redundancy...

    <xsl:variable name="el">
      <xsl:choose>
        <xsl:when test="$id != @id">sc:link</xsl:when>
        <xsl:otherwise>strong</xsl:otherwise>
      </xsl:choose>
    </xsl:variable>
    <xsl:element name="{$el}"><sc:text field="headline"/></xsl:element>
