xsl attribute not exist
for if-then-else logic you can use xsl:choose with a single xsl:when and finally a xsl:otherwise.

to test for the existence of an attribute you can use
test="@NAME"
as part of the xsl:when element.

What I want to say is:

If region[@name="VA"] exists
   print value of region[@name="VA"]
else

It is also possible that there will be no REGION elements

I would still want to say:

If region[@name="VA"] exists
   print value of region[@name="VA"]
else
   print "0.0"
