That could be more simply (and perhaps better) written as

<a href="{substring-before(substring-after(@from,'('),')')}.xml">
  <xsl:value-of select="."/>
</a>

href="{...}" is exactly equivalent to using xsl:attribute and xsl:value
of so that is just a mater of taste, but most people prefer the short
form.

For the content you have
 <xsl:value-of select="node()"/>
which is equivalent to
 <xsl:value-of select="node()[1]"/>
and returns the string value of the first child node of  hanvisning.

If hanvisning just contains a single text node child the first node is
of course the same as all the nodes, but if you want the string value
of the whole element using "." is probably clearer and safer.

You have 
<br><a>....</a></br>
which is fine as far as XSLT is cocerned (it doesn't have any rules
about what elements you generate) but it will be invalid html or xhtml
as in both those languages br is an empty element and may not have
content.

I suspect you meant either
<br/><a>....</a>
or
<a>....</a><br/>
