xsl is an undeclared namespace

How does namespace work?

XSLT goes beyond XML Namespace requirements by needing the use of prefixes in attribute values to be declared as you would declare a prefix for elements and attributes.

--------------
StyleSheet1    Has include for StyleSheet2

<?xml version="1.0" encoding="UTF-8"?>
<xsl:stylesheet version="1.0" xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
xmlns:fo="http://www.w3.org/1999/XSL/Format">

I do not see a declaration for xmlns:str above.

You probably also want exclude-result-prefixes="str" as well in the above.

<xsl:include href="util_vb6.xsl" />
<xsl:output method="text" />

<!-- Main entry point. -->
<xsl:template match="/">

<xsl:call-template name="str:change-case">

You are using the prefix in the above attribute, so it must be in scope (according to XSLT rules, not according to XML rules).

<?xml version="1.0" encoding="UTF-8"?>
<xsl:stylesheet version="1.0" xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
         xmlns:str="http://www.seipas.com/namespaces/strings"
         extension-element-prefixes="str">

You probably want exclude-result-prefixes="str" here again as well.

I hope this helps.
