   <xsl:template match="/">

that matches the root node of the document and so
 <xsl:copy-of select="Security[
selects the Security child of the root node, but this is teh empty set
 as the only element child of the root node in your input is
MapSecuritiesResult

So you want to chnage that to either say

 <xsl:template match="MapSecuritiesResult">

or
     <xsl:copy-of select="MapSecuritiesResult/Security[Outcome='Success']"/>

(don't do both of these otherwise you'll be looking for a 
/MapSecuritiesResult/MapSecuritiesResult/Security
which will similarly be empty.
