It needs to be a proper empty element
 <link rel="stylesheet" type="text/css" href="/styles.css"/>
though if your xsl:output is producing html then sometimes it removes
this anyways so I usually output xml if I'm writing xhtml.
Or cheat and provide it as:
 <link rel="stylesheet" type="text/css" href="/styles.css"><xsl:text>
 </xsl:text></link>
