xsl variable defined twice
The short answer is that you can't change the value of a variable once it's bound. If you are calling a template multiple times, you can assign a new value to the variable each time you call it. This could be based either on the value of a parameter passed to the template, or on the value of some node in the template.

I know how to initialize the value, but that won't work for changing it.

If $startTime is 1, I want to make $startTime 2.

<xsl:variable name="startTime">100</xsl:variable>

This will say I have defined startTime twice.

<xsl:variable name="startTime">100</xsl:variable>
