Well, the namespace 
   xmlns:xs="http://www.w3.org/2001/XMLShcema"

isn't going to get you very far, but fortunately you don't actually use
it.

What processor are you using for this? XSLT 1.0 processors do not
provide string comparisons using the < and > operators.
