best would be to change the requirement as dealing with such files
is one of the most F FAQ's, the CDATA section means that the XML markup
is no longer markup so complicates further use of the data.

If you must generate it then the same question was answered within
the last couple of weeks on this list, you need to pass your xsl through
a stylesheet (or extension function) that linearises teh tree as a
string
so templates of teh form
<xsl:template match="*">
  &lt;<xsl:value-of select="name()"/>
  <xsl:apply-templates select="@*"/>
  &gt;
   <xsl:apply-templates/>
  &lt;/<xsl:value-of select="name()"/>&gt;
</xsl:template>
