  157-158, 208-209, 652 it contained one or more bytes that I cannot
  interpret as us-ascii (in other words, the bytes found are not valid
  values in the specified Character Encoding).


The question is _why_ does your validator think the file is in ascii?
The file you showed had it cleraly claiming to be utf8 (and that is
anyway the default for xml). Sounds like a strange bug in your
validator.
