XSL-FO: Nesting orderedlists

xsl nesting
Hi,

I'm trying to get a legal document layout where each clause has an associated number and subclauses have numbers based on the parent. eg.
1. Clause
1.1 Subclause.


I've been trying to do this using orderedlists but have been running into problems with nesting the lists. The <fo:list-item-body> doesn't seem to like anything in it other than listitems and I can't figure out how to nest them any other way.

Is this possible?
