I don't think you are comprehending the output that you want, Kathy.

        <xsl:if test=".='yes'">
                <xsl:attribute name="Start"></xsl:attribute>
                <input type="button" value="Start"></input>
                <xsl:attribute name="Finish"></xsl:attribute>
                <input type="button" value="Finish"></input>
        </xsl:if>
</xsl:template>

The first <xsl:atribute> above just adds Start="" to the current element. The second <xsl:attribute> above will trigger an error because there is content going out before an attribute is attempted to be added.

Perhaps if you put into a new mail message what the <step> looks like and what your anticipated output HTML looks like, then we can help you with the XSLT you need to get there. Without knowing what you want, it is awkward to advise, and from what you have written above it is difficult to try and divine what it was you were hoping to get.
