XSLT can't decode base 64, even with extension functions, in any general
way as it can only generate characters in the result that are legal
in XML. The whole point of using base64 is to encode xml-illegal
characters.

xt has a non standard output method that allows you to put elements in
teh result tree that serialise as specific bytes in the output so
you could use this or a similar extension in other systems. But in any
case it will require a non standard serialiser.
It is probably easier to leave it as base64 in the result then post
process with perl or some specific base64 unpacker.
