  </xsl:variable>
 <xsl:variable name="univ-var"
   select="document('')/*/xsl:variable[@name="'univ-var-temp']/University-List"/>

used as in 

<xsl:for-each select="$univ-var/University">
...

If there is a default namespace in your stylesheet University-List won't
match that element and you'll need to adjust the xpath accordingly.
