Look up "attribute value templates"; or if you really want to use
template rules to process the attributes, write:

<input type="text">
<xsl:attribute name="name">
  <xsl:apply-templates select="@name"/>
</xsl:attribute>
<xsl:attribute name="maxlength">
  <xsl:apply-templates select="@maxLength"/>
</xsl:attribute>
</input>
