directly answering your question, I must say NO. The question is, what you want to do.

<xsl:template match="/">
   <script language="javascript">
      function test(strID)
      {
         <xsl:variable name="varID">
            strID
         </xsl:variable>
         alert('<xsl:value-of select="$varID"/>
      }
   </script>
</xsl:template>

What you do here is correct (when you add '); at the end of alert() ). But this has nothing to do with javascript, for XSLT it's only simple text.
