Somebody correct me if I'm wrong, but if omit-xml-declaration="yes", then the parser that reads in your outputted XML will think it is UTF-8? If you want it to think it is ISO-8859-1 (which it is), then you have to output the XML declaration, because the <?xml version="1.0" encoding="ISO-8859-1"?> is where the parser figures out which encoding to use. My suggestion is to try omit-xml-declaration="no". See if that works.
