xsl-fo: table border width inconsistency

I used FOP to transform an XML to PDF.  However, I
found that not all table border have the same widths. 
I used border-width="1pt" in each <fo:table-cell> with
border-collapse="collapse" to make the border, but
unfortunately in vain.

Any gurus here know why?
