Not necessarily. With client-side transformation it's perfectly reasonable
to produce a fragment of HTML as the output, which can then be inserted into
an existing HTML page. This is one of the reasons MSXML doesn't always do
what you expect as regards encoding, because clearly the encoding of the
fragment and the HTML page you add it to have to be the same.
