'0' when quoted like that is a string, and string-length() returns a
number, so this will result in extra overhead as types are converted.
Unquote the 0 so you are comparing a number to a number.

Better yet, just test for string() or normalize-space()
-- the result will be an empty string if the string is empty,
and an empty string evaluates to false.
