well, not quite, if it really was sax then you'd just be able to go 
document('xxx.css')
in your stylesheet (so long as your entity resolver used the right
parser for tex/css files. If it is a SAX-like API which is what I take
sax to be then this wouldn't work out of the box, I think (not that I
really know what I'm talking about)
