XSL and function calls

xsl cdata function call
I'm having problems calling any function calls like concat, substring, ...
when using the <xsl:stylesheet xmlns:xsl="http://www.w3.org/TR/WD-xsl"> .

I know that using XSLT it works fine, BUT, I'm suppose to use the
http://www.w3.org/TR/WD-xsl.

Any help will be appreciated.
