This is impossible if taken literally, because "(View Source for full
doctype...)" is illegal in a DOCTYPE declaration.  You would be trying to
process a non-well-formed document, hence the failure.

But it IS what you see when you view an xml page with Internet Explorer.
You would only get it if you copy the file from the IE display.  If that's
what you are doing, you would need to preprocess the file to get rid of the
DOCTYPE declaration.  If you only do a few by hand, fix it with a text
editor.  Otherwise write a script in some scripting language (e.g., awk,
python, perl).

If that is not the case, then your description is not quite accurate and you
will get better help if you describe carefully how you are getting your xml
file and what it looks like,
