OK, so it's up to me as the application designer to ensure that the
XIncludes are getting processed when I want them to be: on the source
XML before transformation, on the stylesheet before the XSLT processor
does its thing, or on the result afterwards (as long as it's XML - or
perhaps that doesn't matter if XIncludes work on the result tree). Or
any combination of those three.

Processing XIncludes is just another link in the transformation chain.
