Yes, it works but you have to move into this document using an
apply-templates or for-each first since the id() function is context
dependant doing something like:

<xsl:variable name="id" select="substring-after(@href, '#))/>
<xsl:for-each select="document(substring-before(@href, '#))/">
 <xsl:apply-templates select="id($id)"/>
</xsl:for-each>
