Whenever you want to include a less-than sign in your XML and you *don't*
want it to be interpreted as the start of a tag, then you have to escape
it.  You escape it by substituting any '<' with '&lt;'.  Similarly, you
have to escape any ampersand with '&amp;' - otherwise the XML parser thinks
you're starting an entity.

So, to do <=, you should use:

<xsl:when test="OrderStatus/@Status&lt;='3700'">

The XML parser parses the value of the 'test' attribute and replaces any
entities (like &lt;) with the appropriate string.  This means that the XSLT
processor gets the value "OrderStatus/@Status<='3700'", which is what you
needed it to get.
