It's not. :)

Way:

  <include source="foo.xhtml"/>

and in the stylesheet:

  <xsl:template match="include">
    <xsl:copy-of select="document(@source)/include"/>
  </xsl:template>

and the include looks like:

<?xml version='1.0' encoding='ISO-8859-1'?>
<include>
<hr noshade="noshade" width="100%" />
...
</include>
