the prefix is immaterial, you can have
<css:stylesheet xmlns:css="http://www.w3.org/1999/XSL/Transform"
 version="1.0">
if you prefer, and the system won't mind. (it would be confusing to
readers as the stylesheet would be XSL not CSS but it would work fine)
