Actually, on closer inspection, texmf/tex/latex/base/latin1.def contains \DeclareInputMath{177}{\pm} while other symbols use \DeclareInputText{}{}. Apparently the former macro isn't behaving as advertised. Unfortunately I can't follow the code in inputenc.sty, so I've no idea why this might be.
