Yes, XSLT allows for <xsl:param name="paramname"/> as a child of the xsl:stylesheet element, but it does not specify the mechanism by which the parameter is passed in. You'll have to check the API documentation for the XSL processor you are using. For both XT and SAXON, paramname=value on the command line will work.
