what css can t do
I know XSL is pretty powerful like pattern matching/selecting. but 
doesnt XSL "use" CSS to create styling?

I think CSS is certainly USEFUL for formatting HTML
documents, but I think you need a combination of XSL and CSS
to generate usable HTML from XML.
