Is there something you are not telling us? When I run this:

<xsl:stylesheet version="1.0"
  xmlns:xsl="http://www.w3.org/1999/XSL/Transform">

<xsl:template match="html">
  <xsl:copy-of select="."/>
</xsl:template>

</xsl:stylesheet>

on this:

<test>This is <html><a href="link">test</a>.</html></test>

I get this:

<?xml version="1.0" encoding="utf-8" ?>This is <html><a
href="link">test</a>.</html>

 Steve
