Without getting into the generalized case, the simple use of a
"master" attribute for <fo:static-content> suddenly makes the system a 
lot more friendly. If XSL FO 1.0 cannot have the variable heads, can
we at least have this small, but satisfying, addition?

Finally I can make PassiveTeX produce a plausible document....
