locale and format number/date

format number locale
When using Saxon and format-number, Saxon doesn't have a default locale set
up.  To fix this I added <xsl:locale /> to my sheet. Is this the correct
behavior or should a locale be set up by default?

Also, why do we get a locale specific format-number and no format-date?
